For Hebrew, a free English-Hebrew dictionary (not a full dictionary, it is open source and constantly added to) : http://www.freelang.net/dictionary/hebrew.php
For free translators for both languages, go to http://translation.babylon.com. You can select your language to and from, and then download the translator for each. I recommend downloading four of them, English to Hebrew, Hebrew to English, English to Arabic, Arabic to English to get the greatest results.
